Industrial policy boosts economic growth through targeted interventions that affect the allocation of skilled labor, output composition, and industrial productivity growth. A commonly omitted consequence of these changes is that, depending on the initial cross-regional distribution of income, policies aiming to foster industrial development may change regional inequality in unintended ways. In this context, this chapter aims to explore the interaction between industrial development and regional convergence. The ultimate goal of this exercise is to identify possible lessons that could guide the design and implementation of regionally inclusive industrial policies (RIIPs).

Divergent and Unequal Development in Latin America: Causes and Policy Challenges

This chapter first evaluates the proximate and deeper determinants of the socioeconomic performance of Latin America over the long run. Then, it points to four policy areas where progress is still needed. At a proximate level, a production accounting exercise suggests that it is not the lack of productive factors, but the way they are utilized and allocated across sectors that holds down the relative income of the region. At a deeper level, the findings from the recent political economy of growth literature suggest that extractive institutions, which have characterized the region since its independence, drive both low accumulation of productive factors and their inefficient use.
